the Germans issue ‘Ostmarks’ for the occupied Russian territory. 1 Mark = 1

office instead of being delivered. However, in bigger towns in the Postgebiet
des Oberbefehlshabers Ost there is a delivery service that delivers letters to
houses on payment of a delivery fee. The fee is settled at delivery. The
delivery service of Wilna (Vilnius) charges 10 Pfennig per letter or postcard.
It is not surprising that local letters are extremely rare
